Alarm Industry Communications Committee (AICC)

Chairman: Louis T. Fiore

AICC is composed of representatives of CSAA, SIA, NBFAA and major alarm companies.

It provides coordination in a variety of areas between the alarm industry and the FCC, other regulatory agencies, and members of Congress, when needed.

The committee monitors developments at the federal level affecting the ability of the alarm industry to utilize telecommunications technology in providing protection services to the public.

It retains an attorney in Washington, D.C. to represent the industry on wireline issues and to file briefs with the federal courts (as in the RBOC issue, for example) on behalf of the industry.

The AICC also retains a lobbyist who works with members of Congress to attain legislation favorable to the alarm industry.

AICC Political Action Committee (AICC-PAC)

Chairman: Robert Bitton

The AICC-PAC aims to involve association members in the legislative process on all issues concerning the alarm industry.

This includes identifying legislators favorable to its interests or who need more information about it.

Additionally, the AICC-PAC coordinates fund-raising and distribution activities to increase support of its legislative interests.


Associate Members' Liaison Committee / Forum

Chairman: Ben Cornett

This committee represents suppliers and Associate Members on the CSAA Board of Directors.

It advises the CSAA Board of Directors of the needs and concerns of associate members.

It provides input to the membership and the education committees in areas of associate member services, recruitment of new associate members and associate member retention.


Budget and Finance Committee

Chairman: Bud Wulforst

This committee studies, monitors and makes recommendations regarding the allocation, recording, expending and maintenance of CSAA’s financial resources.

It ensures that:

  • the financial assets of the association are properly cared for;
  • that proper accounting principles are followed;
  • that statements are issued in a timely manner;
  • that a proper audit is conducted annually;
  • and that association reserves and assets are accounted for properly.

The committee also compiles the association's annual report and budgets for each fiscal year.


Bylaws Committee

Chairman: Robert Bitton

This committee promotes member understanding of the bylaws and receives recommendations from the membership on suggested additions, deletions and/or modifications to the CSAA Bylaws.

It arranges the changes in the proper format, disseminating any such suggested changes for comment; and conducts votes on any such changes at regularly scheduled meetings.


Education Committee

Chairman: John Lombardi & Pam Petrow

This committee advises the Board on the strategic direction of education programs.

It oversees and advises on the programming of the Mid-year and the Annual meetings and the educational seminars presented throughout the year.

The committee works closely with the Membership Committee of the CSAA.


Ethics Committee

Chairmen: CSAA Officers

The Ethics Committee convenes at the call of the CSAA President or any officer of the Association.

It recommends policy changes to the Board of Directors with regard to member company conduct, and may hold meetings to determine if a member has violated the ethical standards of the Association as specified in Article XIV of its Bylaws.

The committee may also recommend to the Board specific actions with regard to the violation of such ethics.


False Alarm Prevention Committee

Co-Chairmen: Robert A. Bonifas

This committee advises the members, manufacturers and standards organizations concerning technical aspects of false alarm activation and prevention.

It identifies causes and solutions to minimize false alarms and statistically evaluates member progress in reducing false alarms.

It coordinates interaction between customer equipment manufacturers and central station software vendors to reduce false alarms.

It serves as liaison to other allied organizations whenever appropriate.


Insurance Liaison Committee

Chairman: Stanley Oppenheim

This committee advises the Board on insurance industry issues that affect the central station alarm industry.

It may conduct surveys and/or produce information on the central station alarm industry for the insurance industry to effect changes that benefit member companies and industry customers.


Legal Affairs Committee

Co-Chairmen: Alan L. Pepper & Ben Dickens

This committee advises the Board and coordinates activities on legal matters such as REIT contracts, related insurance indemnification, and "keeping it legal" programs.

It also conducts research on, and oversees the development of, documents on alarm industry case law.

It does not address topics within the jurisdiction of the AICC, such as federal legislative and judicial issues and FCC matters.


Long-Range Planning Committee

Co-Chairmen: Ron LaFontaine & Ralph Sevinor

This committee studies the changing needs of the central station alarm industry and anticipates demands on the association during the next five to ten years.

The committee provides recommendations on the future structure, programs and polices of the CSAA.


Marketing & Communications Committee

Chairman: Ed Bonifas

The Communications Committee endeavors to communicate the message of CSAA and of the UL-Listed Central Station Monitoring industry to outside audiences. 

It is charged with continuously improving the communications between CSAA, its committees, members, and outside audiences.

The committee also suggests potential topics and authors for CSAA publications.


Membership Development and Retention Committee

Chairman: Bob Bean

This committee advises the Board on, and actively participates in, person-to-person membership development strategies.

It actively participates in reaching out to lapsed members, makes recommendations on dues structure and membership categories and oversees the approval of new member applicants..

Operates the PAL program by pairing current members with new or potential members at official CSAA functions and encouraging their PAL to attend official CSAA functions.

This committee works closely with the Education Committee.


Nominating Committee

This committee, comprised of the three most recent past presidents of the association who belong to regular member companies, seeks, evaluates and nominates qualified candidates for CSAA leadership in accord with and as specified in the bylaws.


Public Sector Liaison Committee

Chairman: Peter Lowitt

This committee advises the Board on strategies and activities to be used in working with public sector organizations, such as the International Association of Chiefs of Police, the National Sheriffs’ Association, the International Association of Fire Chiefs, the Association of Public Communications Officials and others at the direction of the President and Board of Directors in order to forward the views and goals of the central station alarm industry.


Standards Committee

Chairman: Lou T. Fiore

This committee, within ANSI guidelines, promotes and produces standards to help guide alarm companies in operating their central stations.

Requests for new standards or for revisions of existing standards may come from member organizations, individuals, or non-members.

The committee reviews requests and acts upon them based on time availability of committee members and in adherence to formal and published procedures.


UL Promotion Board

Chairman: Bob Bean

This committee helps CSAA Regular members further differentiate themselves in the commercial burglar and fire alarm industry by increasing awareness of the requirements governing Underwriters Laboratories, Inc. of central stations and the ability of such firms to offer UL Certificated service.


The Proprietary Central Station Council

Chairman: George Rosenbaum

The The purpose of the Proprietary Central Station Council is to address issues unique to proprietary central stations and to participate in discussions and on issues of standards and codes where it affects their unique concerns. In addition, the PCSC has an interest in furthering federal activities in the area of licensing and reciprocity, and working with the central station industry to resolve the false alarm problem.


Central Station Management & Operators Group

Chairman: Pam Petrow

In addition, CSAA has also formed a Central Station Managers/Operators’ group that networks through the Operations Management Seminars and through ACCENT, a list server sponsored by CSAA and the Security Industry Association (SIA) for the use of its members.
